TOLEDO, Ohio (WTVG) — Lucas County Commissioners have agreed to a $100,000 settlement with a man who was kicked in the face by an off-duty deputy in 2023. The incident occurred at Franklin Park Mall when Anthony Wilder, 17 at the time, was tased and kicked by Deputy David Terry after allegedly threatening people with a gun.
