TOLEDO, Ohio (Toledo Blade) — Lisa Cottrell has been appointed as the new Toledo Plan Director by the Toledo-Lucas County Plan Commission. Cottrell, a lifelong Toledoan, will manage a team of 19 employees and a $2.3 million budget, focusing on implementing the “Forward Toledo” land-use plan and updating the city’s zoning code.
